Europe's Rules-First Path: Volocopter Targets EASA Type Certificate by End of 2026 as First eVTOL Sandbox Opens

Europe is taking a distinctly “rules-first” approach to urban air mobility. EASA's Special Condition for VTOL aircraft (SC-VTOL), updated in 2025, defines two certification categories — Basic for operations over non-congested areas and Enhanced for commercial passenger transport over cities, the latter requiring a catastrophic failure probability of 10⁻⁹ per flight hour, roughly ten times stricter than the FAA's comparable powered-lift level. EASA also requires about 150 flight hours of validation data and has published detailed Means of Compliance, giving manufacturers a complete but demanding rulebook before service begins.

Volocopter, acquired by Diamond Aircraft in November 2025, holds both Design Organization Approval and Production Organization Approval from EASA and has completed more than 2,000 test flights. It targets type certification for its urban and regional platforms by the end of 2026, with commercial operations planned for 2027. Notably, Europe's first eVTOL regulatory sandbox has opened in Bruchsal, Germany — simulating near-commercial operations (point-to-point missions, maintenance procedures, operational software) beyond pure airworthiness, and Volocopter holds the world's first pilot training approval issued under the new VTOL rules.
